VS is my favorite video editor by far but once in awhile with a new version you get this problem during installation:
Following copy of the installation files to work space auto-launch of the installation fails in one of two ways:
1 - Setup briefly appears, then disappears. Installation has failed.
2 - Setup proceeds until the DirectX setup completes, then you get a message "Installer Not Completed -9" and you are dead in the water again. Re-booting does not help nor does "Run as Administrator.
After fooling with this for a couple of hours I discovered the workaround: go to where the installer files were initially written. Find "Setup.exe" and launch it manually using "Run as Administrator". Works for me. Hope this helps someone else. Easy when you know how but maddening until you discover it.

In Windows 8.1 the requirement to "elevate" comes in, since the system ads some annoying security. The run as administrator trick becomes necessary if you install any program that is not called setup.exe and it happens to install a driver or service. Windows has some clever code to decide to go all admin on you; or not, and naming a file xxxxinstallxxx.exe will also help. But "Run as administrator" is a fair trick to try whenever a program install or launch fails no matter what.
