Window size/position?

To get this appearance in PSP8 I d-clicked the title bar while the image was in the 'Fit to image' or 'Fit to window' state. What is this state supposed to be? I would expect the window to be maximised, but plainly that hasn't happened, as there are gaps on the sides.

And is this the only way to get this state? There's nothing under the Window menu where I'd expect it. No keystroke method either?

I'm wondering how I could get my image into this state with a script, without already knowing the window's size and position?
