Okay, I have another problem with PSP v9. I run Windows 7 Ultimate with 16 gig of ram. This is a 64 bit OS & PSP v9 is a 32 bit program. I am trying to work on images with 300 ppi resolution, many layers & anywhere between 5,000 px & 12,000 px. I am having major problems with not enough memory to complete this action. I have tried merging layers at a smaller size & then resizing. That sometimes works until I try to save it as a jpg & then I am back to the same error message. Is there a way to allocate more memory to a 32 bit program?
I hope someone can help because I am pulling my hair out.

A hairless wolf must be an interesting sight, but with winter coming... 
PSP9 is very ancient.
PSP 32-bit can't use more than 4GB RAM, so will never process your large images speedily.
The latest version is faster.
Try a trial version of X8 and see if it makes any difference. It can't harm as you have 30 days to play.

Was PSP9 compiled to be Large Memory Address Aware? If not then it can only use up to 2GB of RAM.
If you insist on staying with PSP9, I might recommend the basic performance improvements. Like decreasing the number of allowed Undos. Those take up memory so if it's at the default 200 or so that could be getting in your way. You want to limit how much memory undo/redo can take away from your editing. Not sure when they added the option, but you can also set a limit for the amount of memory Undo/Redo take up. By default this is turned off, but also has a default limit of 500MB.

When you speak of the steps using memory, are you speaking of RAM being used or disc space? As to the 500mb limit option, I believe that is for the amount of disc space used, not RAM.

It will delete the oldest undos. I'm reasonably certain undo and redo also make use of RAM not just disk space. The 500MB limit is disk, yes, but RAM also appears to be used for Undo/Redo.
