Stroke Line around Images

Hello,

I have used PhotoImpact for a long time, but mainly for Frames and Effects. Now I recently purchased PhotoImpact X3. I would like to know how I can add a simple
Stroke (line) around an image? Aside-I can do this easily using Photoshop and with just several key presses.

Any help will be appreciated,

On the Toolbar; EFFECT>CREATIVE>PAINT ON EDGES SHIFT-P . The "PAINT ON EDGES SHIFT-P" is grayed out ?

Ok clicked on object and was able to paint a thick line around my image. On another image it painted a thinner line.
Q: How can I choose how thick of a paint line (stroke) I want?
