I am a relative beginner to paintshop pro, can do basic and can edit colours etc I was just wondering if there is a way to apply effects like photoshop "actions".
I take a lot of portrait shots of mine and friends kids and would like to achieve the look that makes the pictures have the light effect so they look bright. I can post an example if I need to.

In PSP we have scripts. PSP cannot run Photoshop Actions but you can record a script and play it back just like Photoshop actions. And if you are into programming you can also make the scripts very smart. Scripting is based on Python. But if you're not into editing scripts you can just record and play back.
There are several scripting resources on the forums. Some more advanced than others.
To start recording scripts you need the script toolbar. To open this toolbar to to View -> Toolbars -> Script
The script toolbar has several buttons and a drop down box. The drop down box is a list of scripts available inside of PSP that you can run. It includes scripts installed by PSP by default, and scripts that you record. The blue triangle play button will play the script that is currently selected in the drop down. The big red circle is the "record" button. This button allows you to record a script inside of PSP. A script is a set of actions such as painting, using various effects and adjustment filters, adding and deleting layers, etc.
Click the red record button and then proceed to record the actions necessary to create the effect you're looking for. Once you're done hit the "Save Script" button at the very end of the toolbar. It'll ask you to give the script a name.
Once you've saved the script you can select it from the drop down list and play it by hitting the play button. Give it a try.

I have a question about the "Script Toolbar". I use scripts a lot and would like to keep the script toolbar open all the time. Every time I close PSP X8 and then restart it the script toolbar is gone again and I have to go to view and check it to show.
Is there a way to keep it there like the Tools Toolbar and the Main toolbar? Just wondering.

When you open the toolbar, I assume it is floating i.e. you can move it about the screen. If so, and you want it fixed, then drag it up to an empty spot on the toolbars at the top of screen and doubt click it. It should then become a fixed toolbar which will be there when you reopen PSP. To move it elsewhere, left click on the (tiny) vertical double bar of dots to the immediate left of "<Select Script>" and drag it to where you want it in relation to the other toolbars.
