Area selected with Zoom tool not fully displayed

This is a relatively minor problem but an annoying one that appeared a few releases ago, perhaps in X4. I downloaded Release 8 and find it still persists. The issue is this: you select an area for editing using the zoom tool. When the image is displayed, you do not see the area you selected. The area is actually in the window but the scroll bars are positioned so that you need to manually adjust them to see the portion you actually selected.
