Hello,
I am trying to vector-replicate a coat-of-arms type seal from a lower resolution image and part of this emblem I am duplicating has an outer perimeter floral/leaf pattern that repeats around an outer circle (there are approximately 200 of these flower -or leaf type elements strung together in a circle). I know how to get text to follow a vector curve or circle, but is there any way of having not-text vector elements repeat easily and follow a circle so that this pattern mentioned above can be replicated (without hours of manual vector input for each instance of the element)?

Not an easy way, no. PSP's vector tools are simple and limited. You can do a lot with them, but they aren't meant to make large patterns or anything like that.
If it's just a perfect circle then you might be able to do it. But again not quickly. The method involves using Layer Duplicate to duplicate the vector object (leaf in your case) and moving the pivot point of the object to the center of the circle. Then, slowly duplicating the leaf, and rotating each new leaf a specific number of degrees around the circle. This takes a little bit of time. But with shortcut keys it's pretty easy.
This should be technically possible inside of a script to really speed it up but when using rotate it does weird things in scripts. Its like it ignores the pivot point inside scripts. Very weird.
No, for things like this I recommend an external editor. Programs like Inkscape can do what you want. And if you want to use the vector inside of PSP after you've made it inside of Inkscape all you have to do is export it from whatever program you use to an EMF file. PSP can read EMF and leave it editable unlike the SVG format.
