DVD MF4, Wrong Chapter Points created

I'm using MF4 Disc Creator to create video dvds.
When I try to create chapter points, there are a couple of places that MF4 will not put them where I want. I keep adjusting using the jog wheel and it decides to place them earlier, about 1 minute or more. In the video clip I have a title marking where this starts. Why would MF4 being doing this?
I read the post about Iframes, however I don't see where the Iframe would be so long...
I have burned a disc in VS9 and did not have this problem, the chapter points were placed where I wanted them...

The video clips were imported from a my Sony DCR-TRV120 vie firewire and edited in VS9, then rendered to mpeg (DVD NTSC). I then import the mpegs into MF4 to create my DVD.

Well my previous post was done quickly, right before I had to leave for work.
I done some thinking, and went back to VS9 to see if it might be a problem with the video clip itself.

I opened VS9 and imported the same clips to create a DVD. In VS9 I could place the chapter points where I needed them. However MF4 for some unknown reason will not.

I want to create only 3 chapter points in this video clip. I have a total of 7 video clips for the DVD. Some of the clips have more and less then 3 chapter points. I don't believe that all clips have to have the same number of chapter points.

I do want a motion "main" menu background, and would like it for all my menus, however don't have a motion menu for a couple of the clips. So have used a static background image. Would this be a confilct that would mess up chapter points?
I have menu background music, most being the same.
I do have a couple of different file formats (if the VBR constitutes a different format), however all were rendered to MPEG NTSC DVD.

So any ideas on why MF4 DC will change the frame(s) where I manually selected chapter points?

While in the create chapter screen what happens when you use the
4th & 5th buttons from the left to advance/reverse to the closest
key frame. Does the video actually jump a minute ahead or back?
You are looking at the minutes and not the seconds correct?

This isn't happening with my videos.
But, maybe it's something in VS9 that is happening if you overlayered
a title screen or something.

Well I haven't used those buttons until reading your post. I clicked on them and it appeared that they would advance sometimes several seconds and then others a minute or so...

Here is a screen shot of what's going on:

These frames are alot farther apart then the time reflects...

Still having this problem.

I've done an uninstall/reinstall then built the project again. This time while in MF4 it seemed to place the chapter points correctly. However while playing it back using WinDVD player and the Video TS files, I noticed that the chapters were wrong...

**EDIT***

I burned a disc and tested it in my standalone player and found no difference. Not all chapter points were off, just a couple. It is not occurring in the same video clips, so that rules out a bad video clip. In other words I've burned and tested a couple of times and found it to occur in different clips on different burns...
