So how do you get to the features of Creative Collection inside Paint Shop 8?

These were the same files brushes etc that were installed with PSP X4 so there has been no real change over that time.

Which "features" are you trying to get to? Features is such a vague term.
Brushes:
open up a new document, choose the brush tool, up top to the right of Presets you will see a picture of a brush type and to the right a down arrow . Click the down arrow to see the brushes available. They are in folders in different categories labelled All, Artistic, Brushes, Media Brushes, Stamps, and Ultimate X8.
Now although my table says there are 179 files, that does not mean there are 179 brushes as some brushes have two files attached to them
eg in the Ultimate X8 folder Branch1 has two files Branch1.PspBrush and BrushTip_Branch1.PspScript

Textures:
Open a new document, double click the Foreground and Stroke properties box and in the Material Properties Box, click on Texture, You should then find them in categories (not labelled as such) - All, Art Media, Geometric, Photo, Ultimate X8.
In the Ultimate X8 the first one is Cubes.
In the Pictures Folder the Ultimate X8 Backgrounds and Textutes folder has the first image as CGS32219.jpg which corresponds with the steelrivets.bmp file in ProgramData\Corel\Corel PaintShop Pro X8\Corel_15\Ultimate X8 folder.

Accessing the other folders in the Pictures\Ultimate X8 Backgrounds\ eg Designs can be done by Open and navigate to that folder. The first image in the Designs folder is CGS31868.jpg and is a picture of the Earth as seen from a reddish colored moonscape.
Or is it another feature you are enquiring about?

Look in ProgramData/Corel/PaintShop Pro X8/Brushes.....there will be Ultimate X8 folder. For other items look in various folders.

I have looked. I have found brushtips in incorrect locations. I was unsuccessful in getting PSPx8 to recognize them.

x8 also seems to look for tips, etc. where they are not. I would say we have a coding problem, a bug.
Had PS3, PSP3; Installed: PSP-4.12, 5.03, 6.02, 7.04 (liked it a lot & used it for years), 8.00, XI, x4.3.0.3, x6.2.0.20, x7.4.0.11, x8.3.0.13, x9.2.0.7; now using PSPx10 (PSP 2018; version 20.2.0.1 x64) on Win 10-64 b2004.

I seem to be unable to find that in my PSP X9 Ultimate even though I had successful installation of PSPX9 Corel_CreativeCollection. I see textures and pictures in public folder of my pc but I do not see brushes in my PSPX9 Ultimate. I clicked on brush tool and it showed me two choices: Paint brush and airbrush

It helps but I could not find until I decided out of impulse to activate tool option which gave me view of exactly same what you showed me via your helpful screenshot.

Also thanks for the link you gave me in other thread about same problem. How many brushes am I supposed to have from PSP X9 Creative Collection, please? I sew few ones like the ones in your screenshot but the link you showed me said there should be 170 brushes?? I see about 30 brushes. Is it correct??

Once again thanks for great screenshot example that solved my mystery.
