Thank you LeviFiction. You're right that the problem doesn't cause really catastrophic effects in most cases. But when it does hit you, the effect is catastrophic. The reason I started digging was that I received a high-res logotype from a client for placement on a website. When resizing it in PSP I got a very bad looking halo, and that was in fact catastrophic in the sense that I was unable to produce a usable image using PSP. I had to use another tool (Pixlr in that case).

I'm happy to see that the problem has now been brought to Corel's attention, but I am also sorry to see that this was not possible through Corel's official channels. My impression of Corel is now that it's a company that has no respect for their customers and do not want constructive feedback. Instead they seem to prefer to make themselves impossible to reach, blame the customer or other applications for the reported problems, bring up "straw men" (irrelevant aspects), and in general try as hard as possible to NOT understand the problem or the customer's description of it. I find it particularly strange that Corel PSP support blames CorelDRAW for the problem instead of internally trying to find out what thier own product CorelDRAW does to cause the problem (exports empty areas as RGBO = (255, 255, 255, 0) instead of the more common (0, 0, 0, 0) or possibly (-, -, -, 0) which seems to be an option in GIMP's PNG export).

This experience has left me very reluctant to stick with either of my two long-time favorite products: Corel PSP and CorelDRAW.

Anyway, Now that this resize problem has actually been reported to the hopefully appropriate people, I am satisfied and in hope of an upcoming fix, sooner or later.
