Layer 2 selection, but trying to move layer 1.

Hello.. I recall that I used to be able to make a selection on a layer, say a rectangular selection on Layer 2. I would then select layer 1, and move the same selection that was from layer 2, but it would actually move that selection on layer 1.

Now it seems no matter what layer I have selected, the selection I've made from layer 2 will always be what I am able to drag around. No longer can I make a selection on a layer, and change layers to move the selection.

I use this for example: I create a circular ring about 20 pixels wide, but I want to remove anything from inside or outside of the ring. I would select the ring I created (on layer 2), then click layer 1 so layer 1 is now selected on the layers window. Then I would delete the selection, which would delete from layer 1, the ring selection, but not the ring from layer 2. This is just an example of what I'm trying to do.

Any help would be awesome =) I can describe in further detail but I'd rather not confuse the situation.
