Downloaded and working with the trial version of X7. Haven't found it yet, what's known as a path selection tool. With path, you can drag a line like in freehand mode but there are handles where you can bend the selection to conform to various curvatures to conform to the subject.
Does PSP have such a selection feature?

Yes and no. It's not a selection tool or mode. You use the vector tools to create any kind of vector object, shape or path. Then use the selections menu to convert the vector into a selection.
So to do what you want, you have to use the pen tool to create an actual vector path this does the bezier curves with the handles. Make sure to have "Connect segments" and "Show nodes" turned on on the tool options palette. Those are turned off by default and make it annoying to create anything more than just single straight lines or two point curves. You will also want to make sure you have a fill (Background color) because PSP uses the actual visible area of the vector for the selection. If it's not filled in, the selection will only be around the stroke. And if you don't have a stroke or a fill then there will be no selection at all since here is no visible vector.
Once you've create the vector you can use the selection menu "Selections -> From Vector Object"
Probably unnecessary. But, this is a very long, horribly made tutorial on using vectors this way. But it was also my first one 7 years ago, it was also my first time getting into vectors. But seriously, I hate that tutorial. I should delete it. xD I can't even name the parts of the eye correctly. And I get a number of facts about PSP wrong. It deserves to die.
