Your project properties are set to use Pal TV international standards, I assume you live in the UK?
Pal uses a frame rate of 25fps
The smallest duration you can use is 1 frame
The nearest setting for half a second is 12 frames, we cannot do half frames.
You can set the project properties to use 50fps, but no good if intending to burn a disc, again that would use 25fps.
If you were to use NTSC settings then 30 fps would be used.

Yes you can change the properties to use 24 fps
Go to Settings – Project Properties
The options for AVCHD , Bluray , Mobile and On line should allow you to set your frame rate to 24fps, some will display as 23,976fps. The OnLine gives MP4 options.
Also set the frame size you require.
To render the project Share – Mpeg4 – hit the “+” to modify the template to use 24.
