Annoying "Improve the performance and stability..." popup

Every time I start VSP X8 (on my 64-bit Win7 system) I get the popup shown in the attachment. VSP won't start until I close it.

To make things more irritating, it doesn't close when I click the "X" or "Close" and I need to start Task Manager and kill it from there.

And yes, I tried checking the "don't bother me anymore" box but that doesn't work because, even on the off chance whoever coded this wasn't a complete idiot, the request isn't recorded because the "Close" button doesn't work. OK, maybe they were.

Anyway, any suggestions about how to get rid of this unwanted annoyance?

Hmmm... I have never received that box with X8 or any previous version, and indeed did not know it even existed! Hopefully someone who has received it in the past will have a useful suggestion.

I don't thing it's VS fault. I couldn't locate this string in VS .
looks like windows / malwere type of thing.

It's is still happening every time I start VSP.

When I use Process Explorer to identify the window's owner it says it belongs to something called vstudio.exe. While that doesn't eliminate malware, at least it identifies who might be responsible for it.
