I want to "pause" the video on one frame for a while so that people can read the annotations and I can draw attention to specific things in the frame. I have no clue how to go about this.

2'nd if you use X8 you will learn about the freeze frame function.
if you don't use X8 but X7 or less you can read how to take video snapshot .
You see ? very simple, it's all in the manual

And welcome to the forums……….
1 / Use the scissors to Cut the video.
2 / Switch to project playback by clicking on the word “project” adjacent to play button.
3 / Edit menu – take a Snapshot – will save the frame as an image to the working folder, thumbnail placed in library
4 / drag image to timeline at cut point, adjust the duration of the image
Video Studio X8 has a Freeze Frame option from the Edit menu, will do the above automatically
