"Load from Stream Error"

I am getting the obnoxious message "Load from Stream Error". The message keeps reappearing over and over again.

This is on a new project, with an empty timeline. There are NO clips loaded. Therefore, the reason cannot be a corrupted file in the project.

I've been using VSP many years and never had this problem before.

Does anybody know the cause and fix??
