If I'm understanding correctly, I can align a vector object but not a raster object. Is that right? If so, is there any way to align a raster object without having to count pixels?

The normal procedure is select the raster object you wish to align, go to the menu Objects -> Align -> and select an option. I've used this many times to align images to the canvas or to other images. Evenly distributing three images across the canvas. That sort of thing.
You can't use the align options that show up on the tool options palette with the pick tool, but those are just visual representations of the commands in the Objects menu.

PIanoAl, what PSP version are you using? Aligning raster is only available in recent versions. For older versions, you can use the guides to snap the raster elements to them.

You can align raster objects in X6, which is what Al is using.

I have version 16.2.0.20 x64. This is what it looks like when I right click on a raster layer:

That is, there is no option for align.

Again, you have to use the Objects menu. Alignment was originally placed in PSP for vector objects only.
Later they allowed Alignment to be used for both vector objects and raster objects. But they did not place alignment options inside the context menu for raster objects. So, go to the Objects menu at the top of the program. Use the alignment options in there.
If you must have them inside the context menu then I recommend you use the Customize dialog and drag those options into the context menu.
