I like having a lot of recent docs listed in popup menus, but there are so many here that the "Close Window" option isn't available.
Any way to fix that?

IMHO, not a PSP problem.
The window visible on your screen shot is not a PSP window. Recent files in PSP are displayed each with a number, like this:

In addition to what Jean-Luc wrote, under Preferences/General Program . . ./Miscellaneous you can set the number of recent files to be displayed. The default is 10.

In Windows 8.1 right-click on the Taskbar and go to Properties.
Select the "Jump LIsts" tab in the dialog that pops up. And at the top you'll see an option for the number of recent items to include in the Jump List. If it's higher than 10 you can see your problem.
