Looking for advice on correcting hot spot

A friend has video created using some sort of home transfer device that involved using a film projector and mirrors to project the film onto a ground glass screen for taping with a video camera.

Unfortunately the result is decidedly brighter in the center like a spot-light effect. The original film is lost to the sands of time, so this is what we have to work with.

I know that there is not going to be a lot of detail left,in the brightest part but is there some kind of inverse gradient glow effect available that could tamp-down the hot spot?

The area outside the bright glow is actually a bit dark so whatever evening-out of brightness might be needed those areas might be brightened to meet the center adjustment ideally.

Any such thing exist or could someone suggest a technique for salvaging the video? Thanks!

you will need to use 2 tracks of the video, where one will be applied a round gradient mask over the center.
and use color correction to adjust.
http://www.virtualdub.org/ has a hotspot plugin but I never tried it.

Presumably with some cropping as well asik1 - if you just put videos in two tracks then surely the one in the overlay track will then completely cover the other
