Highlighting or Accentuating a part of a video???

I am still using VideoStudio Pro X6. Is it possible to highlight a part of a video picture either by blurring the background and only keeping a small part of the screen in focus or Dimming the background to accentuate a small part of the screen. I am doing some instructional videos and this would be very useful. Any help appreciated.

Yes it is possible

first is the bit you want to highlight static or does it move it's position onscreen

I haven't used X6 for some time - can you confirm whether it has motion tracking or not.
