I'd like to dock the Materials & the Layers Palettes to the left of the workspace. Is that possible? It stubbornly refuses to do that.

If i remember correctly, this was not added as an option until X7.
Or, more appropriately, it was removed from PSP sometime between X3 and X4, and was not reintroduced until X7.

As LeviFiction says, it docks left in X7 and not in X6 nor before.
But you may resize your PSP window and place those Palettes on the left on your screen outside PSP window.

My problem was that in reaching for tools, I often overshot and hovered over the taskbar. That would bring up a popup that would get in the way. Now, that won't happen as often.

I have x7 on three different computers! (Yup a work desktop, an old laptop and my travel laptop). On all three computers x7's docking has acted differently. (Same custom menus/workspace). On my new i5, win 8.1 laptop I gave up and let x7 have it's way with my workspace. For some unknown reason I can have everything I want just not where I want it. On the 'old' desktop I have an aborted attempt at creating a custom menu floating around that refuses to be deleted. Luckily it's hiding under another menu!
But there is something inconsistent going on with x7's docking that I'm yet to figure out.

My solution to that was to not use those tools at the bottom of the Layers palette - they are so small that to move down and hit one of those is a task. Instead I customise my context menu for the Layers palette so that right clicking on any layer brings up the New layer , Adjustment layers, masks etc that those bottom tools have . This is how it was in PSP8 (the first version I had)and X2 and X3.
