I am not receiving any erratic behaviour either.
Lorelle has not mentioned the PSP version. I have tried to do her steps using PSP X8.1 on a Toshiba Laptop running Windows 7.
1. File > New 1000 x 1000 pixel image with a color fill.
From Layer Palette New Layer > New Raster Layer -
Flood fill with a different color.
Select Pick tool Mode is Scale
Grab corner and drag towards centre - Mode is still scale.
Hold the control key down and Perspective is chosen as long as I hold the control key down. Choose any of the nodes and the mode remains in Scale.
Hold the Shift key down and Shear is chosen and reverts to Scale when released.
Choose another tool and com back to the Pick tool and mode is still Scale.
2. File > New Image 1000 x 1000 pixels with color.
Choose Pick tool - Mode is scale - Drag it in a little still scale
Select the Rotation node for the pick tool and rotate the image - still remains on scale.
Note this is still the original background layer which has now become a raster and now shows colored original on transparent
3.
File > New Image 1000 x 1000 colored.
Add new colored layer (fill with different color)
Select Pick tool - Mode is Scale. Use rotate node to turn that layer on side mode remains Scale
4. Following OP directions using X6.2
File > New Image - 1000 x 1000 pixels one color
File > new image - 500 x 500 pixels different color
Drag layer thumb of smaller image onto larger image - appears as a new centred layer (same as Copy and Paste as new Layer)
Select Pick tool - mode is Scale and remains Scale until I change it.
But if I select say Sheer mode and then close the program and follow the steps again when I select the Pick tool it opens in Sheer mode ie. It has remembered the last used mode.
If I close it in Scale Mode then when I reopen the program and select the Pick tool it shows Scale mode. This is normal behaviour.

For me this is not a random occurrence. I always get the last used setting (perspective, shear or scale) and I believe this is by design.

It does not even use "last used" in PSP X8. It defaults Perspective every time. I change it to Scale, but as soon as I finish resizing one image and go to another, it reverts back to Perspective. I really wish they would put a short key/function key to switch to Scale as I could deal with it. Going to dropdown list to change every time when going through hundreds of imaging is such a waste of time. X7 works fine. I can close X8, open X7, open same image, and it defaults Scale, so it's not a matter of a Ctrl key being stuck. Close X7, open image in X8, and get Perspective.
Someone at Corel needs to acknowledge they have an issue. X7 and X8 are both their software and they are acting differently on the exact same image at the same time on the same system.

You could try resetting your workspace to default configuration to see it that fixes it. I'd like to emphasize that if you have made customizations you should save your workspace first. If not, you will have to re-do your customizations after the reset.

I have used PSP for well over a decade. This problem just started happening to me today and out of the clear blue. I reset the workspace and same thing happens. If this continues it will be a huge problem for me. "Scale" repeatedly switches to "Shear"

The reason this is happening is simple: It's a horrible GUI design flaw. Allow me to explain.
SHIFT, CTRL, and ALT are all keys used in combination with other keys to perform functions. Having those keys themselves used as functions makes them trigger changes in PICK MODE every time you're using them for something else. For instance, if you CTRL + V to paste, the PICK MODE will change to PERSPECTIVE because its hot key is CTRL. CTRL + SHIFT + V to paste as new image will switch PICK MODE to FREE. If you SHIFT + H to bring up the Hue/Saturation/Lightness menu, PICK MODE will switch to SHEAR.
Now these are obviously buggy effects, but the coup de grace is the fact that there is NO HOTKEY for changing PICK MODE to SCALE. Whoever developed the functionality to perform in this manner should be publicly ridiculed and flogged with Twizzlers until it gets fixed.
The best fix would be as follows: under PREFERENCES > GENERAL PROGRAM PREFERENCES, create an entry called SET PERSISTENT PICK MODE which, when checked, ignores all PICK MODE hotkeys and leaves the mode as whichever one was last chosen from the pull down menu in the toolbar. Barring that, at LEAST make a hotkey for SCALE PICK MODE. MAYBE something like CTRL+ SPACE or SHIFT + SPACE.

This also happens to me and it is so annoying.
if I recall it started happening in my PSP 2018. It never happens in PSPX.
Another one that changes randomly for me and I find annoying is All Layers in the Tools Options. I'm trying to work on a single layer and nothing selects correctly or fills correctly and when I check Tool Options I see PSP has switched to All layers, which I never use.

I don't think this is version specific. I have been purchasing PSP since v3 -- 3, 5, 7, 9, 11, x4, x6-x10 (PSP 2018). This never happened to me. In fact, PSP 2018 has been so good that I took PSP7 off of my above-the-line Quick Start menu in Win7, having PSP 2018 up there. I would try this: first, save any customizations by going to File > Workspace > Save... and save your toolbar settings. Call it whatever you want. Try that and see if it fixes your problem.
