Jean-Luc has identified your issue; the background on the top layer must be transparent so you can see the bottom layer.
I only chose a solid black layer for my example because it appeared that was what you wanted. If not, you can use your original image as the background layer but you still must remove the background from the bride and groom on the top layer in order to see the drop shadow around them. I hope that made sense.
There are a number of methods for removing the background but this Corel tutorial should give you an idea of the concept.

Jean-Luc and Kathy have explained how to fix the problem but if I can add my two cents worth about the concept - Some of the Layer properties/Layer Styles (such as outer glow and drop shadow, not inner glow) are applied outside the layer edges. In order to make them visible the canvas size must be larger than the size of the layer to which the effects are applied or the layer size may be reduced to achieve that. In this case the outer portions of the pertinent layer are removed so that the image of the couple forms the edges of the layer.
