Startup directory
I cannot seem to find where the startup directory (where I store my images) preference is set in PSP X7.

There isn't one. It always starts from the last open/save point. This is meant to be convenient.
It is possible to use a script to make sure that the open dialog always opens in a specific folder. Though many find this annoying.

I see what was happening I had the Navigation tree set for Computer rather than Collections. In Computer the program starts at a file folder called computer even though I closed the program with another folder open. Closing it with Navigation active restarts in the folder I last used.
