Lines with border

Hi with PhotoImpact 12, I have to draw a black line with a white border to be able to reference specific areas in a picture (see attachment).

Is there a handy way to draw it with the line/arrow tool?

Make your own and add as a shape.
From the path shape draw a thin rectangle. Add a white border. You can either leave the white all round or erase off each end. To erase you will need to convert it to an image by right clicking. Clip to the impage, highlight it. With the Easy Palette, Shape open, go to arrow and with a righ click add current image. Your black line with a border will be saved.
You can't add a border to arrows or straight lines as you show in your image.
