I have searched and read and I admit I am probably not wording my question right but here goes. After installing PSP X7 I set out to customize my workspace so I don't have to click on each menu button to do what I want to do. I saved it and when restarting PSP it did not load my saved workspace so I went to file and workspace and tried to manually load it and it would not load. The next day I opened it again and tried to load it again to no avail. So, I did the only thing I could do sit there and customize it yet again and again saved it with a new name. Tonight opened it up hoping to create some stationery and again the saved workspace did not come up. I tried to open it manually open it again and again it would not bring it up. It tries but nothing comes up. I don't want to have to do this each time I want to use PSP. I have worked this way for many years and I refuse to go back to the drop down menus again. It takes too much time. Would appreciate it if anyone can please help me out on this problem.

I haven't got an answer as such. But is PSPx7 opening in 'Edit' mode? In Preference/Default Launch Space is 'Edit' selected?

I have experienced something similar where SOME of the customization does not seem to stay, while others do. I have reported it as a bug already.

I’m going to try to take this step by step, just to make sure we’re not forgetting anything.
1) You customize menus and/or toolbars.
2) You do menu File/Workspace/Save… You make sure “include open images” is not checked. The Workspace Path is valid. You type in a workspace name and click Save. If you’re replacing an existing workspace you get the prompt to overwrite or not and you click Yes.
Then you try to load the saved workspace:
1) You do menu File/Workspace/Load… By default PSP opens a dialog “Loading a workspace will cause any current workspace to be lost. Do you wish to save the current workspace?” Here, you click “No” and the Load Workspace dialog opens.
2) You click on the name of the saved workspace and click on load. PSP should load your workspace.
You say this isn’t happening.
Do you click No when asked to save the workspace when loading the new workspace?
Is there a workspace in the Save or Load dialog with the name you’ve saved?
If you’ve done all as above, and it doesn’t work, I would start by resetting PSP to factory defaults because something may be corrupted:
Close PSP. Press and hold a Shift key while clicking on the shortcut to start PSP. You’ll get a dialog asking if you want to reset, click Yes or something like that. PSP will open, returning to the initial, just installed, program state. Don’t worry, it doesn’t delete images etc.
Once it’s started, try Loading the workspace. If it hasn’t been saved properly by PSP you may need to customize and save again.
As Cassel mentioned, sometimes PSP loses some of the customizations. This sometimes happens to me when moving between Manage, Adjust (by accident, I don’t use it) and Edit. In X4, it’s been around a long time so don’t expect Corel to correct it this decade.

Thank you for your help. I finally figured it out myself. When I had saved it before there was an image in it also. It kept coming up but not anything else so I decided to be sure there was nothing in it when I saved it. It worked!!!! Thanks so much for your help.
