Question about volume normalizing...

Question about volume normalizing...
I have edited a wedding video with 2 cameras. There were issues with camera one because it had 2 microphones and there is about 45 seconds of audio going up and down as we adjusted the microphones on the fly. I rendered a dvd using the "normalize audio" setting, but I still have the ups and downs of volume levels. Was I wrong thinking (hoping) that this setting was going to level out all the volume levels?
