Can someone tells me why I can't adjust my brush(layer mode)bigger as 1.5 cm?

Hi,I can adjust the size until it shows 400,but the size on my screen is not more then 1,5 or 2 cm,when I try to adjust with my mouse wheel the slider in dialog box does not move it stay at the size above mentioned.

Hmm, I can move it up to a 1000. Which is about 4cm on my screen (145PPI).
