As with seven, X8 does NOT have a customize option for exporting. This means when I select the WMV format and choose 1920x1080 at 30fps, I cannot go in and adjust any of the settings, say to 60fps and 10,000 bitrate.
Corel X5 HAS this feature. WHY do X7 and now X8 NOT have this feature?
They literally stripped this feature out of the program. It's incredibly frustrating.
How the hell am I supposed to output my Fraps recorded videos to the new 60fps YouTube format in this situation?
You SHOULD be allowed to select a format, copy the template from it's original to a newly named one and customize that template the way you want. If the template for WMV defaults to VBR, you should be able to set it to CBR. If the template for WMV defaults to 30fps, you should be able to adjust it to 60fps, for example.
Even my $19.99 copy of Magix Movie Edit Pro 15 lets you configure every setting you need when you choose to render a file. You don't even need to use profiles. The options are all right there, and it's as easy as you could possibly hope for. Why should Corel be so damn difficult?
Someone please enlighten me. How are we to get that feature back? X5 is still fully usable. But X7 and X8 are NOT, because of this missing ability. This is horrific.

Instead of going that route, can you use the Add button -- and point it at a WMV clip with the Properties you want, to build a template? Sorry I can't help in a practical sense but I never use WMV format for anything so have nothing I can use to test this myself.

Profiles can be edited in notepad.
Or in profile editor as part of windows media encoder.
Extract the zip files into your
...\Corel VideoStudio Ultimate X#\Ulead.dat\WMV_Profiles\
folder where the wmv profiles are. Than load any prx and edit at will.
If it doesn't work than the full windows media encoder need to be installed
Be sure to back up your profiles.
Or in profile editor as part of windows media encoder.

The add option from Share – WMV allows you to add a template/wmv Profile not a video file..
First you have to create that profile, earlier versions X5/X6 had a customise/advanced option that opened the WMV encoder, unfortunately Corel removed that option with the release of X7, and that’s the complaint, that we cannot access the wmv Encoder via Video Studio.

DudeBoyz -- just remember when using the Add option, you have to leave the new template strictly alone after it is created. If you try to change even one property, it will revert to a default mpeg-2 template and you'd need to start all over again.

I thank you once again for all of your help. This board has always been a great source of assistance and I am grateful for your generosity and your time. I will look to work on each of the suggestions you have made.
I hope that some how, some way, Corel will address the situation and add the Customize option back to the program. There is so much that the updates can offer X5 users, if they would just restore this feature.

For what it's worth, I too find the removal of this feature rather unfortunate. I've imported my old .prx files that were created using V11(!).
