Can I add a image to a picture and link that image to a web address?

You can add an image to an image in PSP and type an url over it but it won't be a link. PSP is a photograph/graphics and painting programme.

Linking and linking specific areas to a URL is usually done in HTML editors such as Dreamweaver , Coffee Cup HTML Editor the older Microsoft Frontpage and others .
Some you pay for others are free.
In these you can link the whole image to a URL or map various parts. You have probably seen that when you visit a weather forecasting site where you click an area of a map to get linked to the page where you want to check the weather.

Paintshop Pro while not a full web page hTML editor does have limited web mapping available and apparently this has been available since PSP7.

Do a google search on "Paintshop Pro Image Mapper" and you will find a number of links and tutorials on how to do it.

The help files also have some information , look in Index - Image Mapper.
You access the Web Mapper by going to View > Toolbars > Web
