I have the same issue and have reported it as a bug - a long time ago.
I believe it is related to the setting of the display size in Control Panel\Appearance and Personalization\Display. I have mine set to Medium - 125% and I think that there is a number of display issues in PSP if the display is set to anything other than 100%. Some of the issues have been fixed but others such as this are still outstanding. Corel has a lot of work to adapt to the new monitors, such as 4k.

I just tested my monitor settings and yes, I'm on 125% but it is the Default mode needed for my computer. If I change to 100%, all is smaller on the screen and difficult to read but the bug disappears.
