Why do my tools "skip"?

Why do my tools "skip"?
I have a fairly quick setup with a core i7 processor, 32 GB of RAM, etc., etc., etc. (I think you can view my PC stats here somewhere), yet when I use some tools, even just a few pixels wide, they aren't smooth and/or fluid. Even if I move them veeeeery slowly, they won't move for a bit and will finally "jump" to the cursor (imagine trying to push, smudge, clone, etc., with this behavior. It makes drawing and editing impossible). I have even tried cutting tiny pieces out of larger drawings and editing them separately with no luck. Does anyone know how to resolve this?

Maybe my thread needs to be deleted, but I just figured it out. I always adjusted the "step" value to help reduce the tool's effectiveness. That was the culprit.

Sounds more like a Hardware problem or drivers.
Go to Control Panel/Mouse/Pointer Options. Check the speed (mine is default around center slide) Check Pointer Precision (mine is ticked by default)
In PSP there is no mouse setting there. It relies on normal hardware function. I had a similar issue and is was just the mouse wasn't working correctly. A new one fixed the issue.

When using a Brush this "Step" value goes up to around 30-35 automatically. This can cause the cursor moves to be jagged. The higher the value the worse it would get.
