Adding graphs to existing slides without editing the tracks

Is there any way to import an image and paste it onto the slide(s) without adding it onto one of the video tracks?
I know, kind of far out. And as to my knowledge, no, but still..

The whole object of a video editor is that you put things in the timeline and arrange/edit them to make your final video - so no without putting things in the timeline it is not possible to add them to a video.

but if you are worried that adding something to a video track will move some of your existing clips then why not just open up another overlay track (you can have up to 20) and put your "graphs" in there - nothing in the other tracks will move.
