Uploads to utube keep getting messages now

I have a You tube account, and have been uploading videos for a couple of years now. Now all of a sudden I'm having issues. I don't know how to move a moov Atom to the front of the file . They have suggested this too. I.m Confused
I keep getting a message about putting the video into a steamable format. I have tired several different ways now . Tried the direct way from video program and the drop and drag. Just keep getting messages and poor quality
1920 X 1080 and I have tried 1280 by 720. The quality of my last upload was not good. Something is off. Never had this issue before until now. https://www.youtube.com/watch?v=njYne_fFMAU

I just bought a gaming computer don't' know whether this has anything to do with it.
I don't know what I'm doing wrong. Have spent several days trying to figure it out . I'm stumped
