Ok,
I tried the suggestion "Selections -> Select None" and that seemed to do the trick. Thank you so very very much!
But, I have a question, or could it be a reservation, what is your definition of a "selection off screen canvas"? Additionally is it something that is useful? Or is it a quirk?
If it is what I think it is, I am wondering how I got a selection off the canvas? It certainly wasn't intentional.
And how does a selection happen when there is no raster layer available?
As an experiment I opened the file just as it was placed on dropbox.com, added a raster layer, and tried to perform a simple flood fill on the new raster layer. Flood fill would not work. Nor would the pain brush. Which is indicative of working outside of a selected area. In this case I suppose you could call it a hidden selection area.
So, would you consider this a bug? Or a feature? I can see no positive aspects which leads me to conclude it is a bug.

Do Image > Canvas Size and change the canvas to 9000 x 9000 and centre and all will be revealed!!!
Or scale your image down to 6%viewing (Untabbed Documents) and drag the window margin down to the bottom and you will see your selection above your canvas.

It actually sort of makes sense that it works that way. Create an image that's 600x600 pixels and another one that's 800x800. Copy and then paste the larger image as a new layer on the smaller one then do Select All. You won't see a marquee because it's selecting an area that's 800x800 pixels. If you copy and paste the selection as a New Image, the new image will be 800x800 pixels even though it looked as though you were copying a 600x600 image. If you weren't able to have things out of view like that, you couldn't move objects around on an image without them being cut off if you moved them part of the way off the edge of the visible part of the image.

As others point out, zoom out and the selection is visible above the canvas.
Since you appear to have this problem 70% of the time, you may want to review the steps you take in your work. At what stage were you making a selection? Perhaps you may want to modify your work process. At least you know that if the copy/paste is not working check that nothing else is selected.

I really appreciate all of the help. It is been extremely useful to me.
PSP, as is most complex pieces of software, is extremely configurable and one person may be using it it a manner that doesn't even come close to resembling the manner in which you use it.
For myself, I prefer to use the MDI (Multiple Document Interface) capabilities of PSP rather than tabbed panes. For me it is far more flexible and allows me to work between two separate documents visually onscreen simultaneously.
But, it apparently has given rise to this hidden selection issue that I have been having. Not that using the program in tabbed pane mode would I have necessarily zoomed so far out as to be able to find the hidden selection.
I find it encouraging to note that several other people had some level of difficulty finding the hidden selection as well. We all use the program differently and as expected others tried a few things here and there which lead them in different ways to notice the issue.
Per my experimentation at your guidance, one thing that I have found is that the copy of a vector object is apparently dependent upon there not being a selection present. I had never realized this. This would account for my 70% value. Whether on or off screen, I believe I have learned that if there is a selection present I am not able to copy a picked vector object. I would assume this is a necessary evil in that if you have both a selection and a picked vector object which of the two should actually be copied defaults to the selection. It had just never occurred to me. Oh well.
But I think it would be nice if the selection actually does not correspond to an area within the pixel bounds as noted by the program itself then the program ignores the irrelevant selection and actually copies the picked vector object.
