When encoding in windows 7 in encoded at a high bitrate of around 20000 like it should. Using the same files but encoding on a different computer using windows 8.1 with same settings it keeps encoding it at a lesser bitrate. I have changed settings it still encodes at a lesser bitrate on a better computer.

After turning off enable hardware in performace, unchecking all them it encoded a higher bitrate. I am unsure why because it is by far a better computer. Can someone help me with this?

Hi

You are best to use the same bitrate as the original video file.

If you do Share – Same as First Video Clip should use the properties of your original AVCHD files.

Otherwise use Settings – Movie Profiles Manager to create a template, use the Add option will copy the properties of your AVCHD, and use the original data rate.

Are you saying that using that template uses a different data rate?

Give more information regarding your avchd files, right click a clip and choose properties, what are they, copy the panel to create a Jpeg image and attach to your post. thanks

It's set to 20000 but only encodes at 11000 when set to enable hardware. When that is turned off it encodes correctly. It's avchd at 16000 the original. I make a profile and set it to frame type upper maybe that will help. Not sure. Encoding it again with that setting at enable hardware. I don't see away to change it from variable in bitrate.

It's avchd at 16000 the original.
If that's the case, why are you trying to encode it at 20000 kbps? That won't improve the quality...
I make a profile and set it to frame type upper maybe that will help.
AVCHD can be either Upper Field First or Frame Based/Progressive? Is your original video Upper Field First or Progressive? Right click one of the clips in the VS timeline. If there is no mentioned of Upper Field First, that means it will be progressive. Normally, you should render using the same field order as the original -- although if your original video is 1920 x 1080 and 50/60P, and you are making a Blu-Ray, then you will need to change it to Upper Field First since the international Blu-Ray standard does not accept 1920 x 1080 at 50/60P, only 50/60i... i.e. 25/30 fps interlaced.
I don't see away to change it from variable in bitrate.
AVCHD uses a variable bitrate so I see no point in trying to change it to constant.

Or you can turn for some other converter to help you improve the bit rate or try H.265/HEVC this new codec for better quality
