Convert old palettes

Sorry, it's taking me longer than anticipated. Work always gets hectic around this time of year.

Anyway I have the basic code fro reading in both PSPPalette and pal file formats and for saving out as PSPSwatch.

I just need to make the UI so you can open and convert them.
