I guess this should be in the 'wish list' for a future PSP version but I thought I would ask the question here first to see if there is a work around.
Rather than reducing noise on a complete file or using the selection tools to select an area, is it/could it be/or how can it be done with the use of a tool such as a brush? Ie select a brush. Adjust the size, opacity etc and simply brush over any noisy areas. Possible? Or am I dreaming.

Perhaps this:
1. Load your image
2. Promote background to layer
3. Duplicate
4. Turn off visibility of top duplicate layer
5 Make bottom layer active.
6. Adjust > Digital Noise removal (or what noise removal you use.
7. Turn on the visibility of the top layer and make it active.
8. Apply the eraser brush where you want the cleaned image to show through. You have all the features of brushes - opacity etc including right click unerase.
