Cannot Resize Layer

Cannot Resize Layer
At one time when placing a new layer (new image) into my work I could resize it by grabbing any of the corners and dragging it to the required size. Now when I try this it just moves the corner that I have grabbed and distorts the layer

Check and make sure you have the mode set to Scale and not one of the other options.
