With "Ripple Editing" enable I am unable to move the main time down to the next timeline and retain Ripple Editing. I am wanting to place a background in timeline #1 so that I can have versatility for different choices for left and right vertical side areas.
Is there any way to have Ripple Editing - AND - colored backgrounds, jpeg backgrounds, flash animation backgrounds, or color pattern backgrounds?

Ripple Editing locks the lower tracks to the top track, any changes in length of the top track will move clips in the lower tracks keeping them in the original position.
Clearly you do not wish to move the lower tracks.
OK
You should be able to disable Ripple editing, not required to simply fill the top track.
Besides the overlay track will be full, no gaps?
Move your clips to the overlay track, resize clips.
Add background clips to the top track to fill the left and right borders.
