I want to move an item from one track to another but I want it to be at the same position in the time line that it was. If I drag it, it seems to fall into the same position but I can also drag it to another position so I am not sure which it is doing. Is there a simple way to assure that it is in the same position
Also, is there a way to select multiple items and move them together to another track at the same position?

If the timecode at the beginning of the clip is the same in each track then it is in the same position'
You can multi select items by left clicking on the first item in the timeline - then holding down shift as you select the last - all should then be selected and move together.

Is there any way to assure that the time code will not be changed when you move it? (i.e. so you don't have to write it down before moving and then type it in again after it is moved). Can you do a cut and paste from one track to the next? Or anything else than assures when you drag it you are not dragging to the right or left (i.e. earlier or later in time)?

Can you not just move the cursor to the start of the title before you move it - then slide it down still against the cursor
Is this title synced with something - why else is it so imperative to have it in exactly the same place - if it is synced then can you not just re-sync if you do happen to move a fraction sideways - if it is not synced what does a couple of frames movement matter

It's hard to tell if a few frames matter. Probably in most cases it wouldn't make a lot of difference. It would just be simpler not to have to think about it (or check to see). Some titles I set rather precisely to correspond with action on the screen and want it to come up exactly when a particular thing happens. I spend a good amount of time working to get that right. I'd prefer not to have to recheck everything if I move the title to a different track. If there isn't a simple way to do that (e.g. in a lot of graphics programs when you are dragging something if you press the shift or control key as you drag it keeps it moving horizontally or vertically) then I'll just have to deal with it as it is. Probably checking the time code is the most secure.

The program does use “Snap To” when dragging some clips.
To move Title clips to another track, copying the clip to another track will do snap-to

Right click your clip - Copy – floating the mouse will show the clip in white, as you approach the beginning of the original clip it will snap-to position, click mouse to drop.
Delete the original clip.
Also
The timeline can be expanded by clicking the + symbol far right, allows you more accurate positioning.
For me what is a problem is not viewing the title track when in Sound Mixer view, that could be useful as you could see the wave form helping to position the title clips.
