Sorry to bump an old topic, but I'm having a similar (or the same?) issue. The option to render 1080p @ 60 FPS simply isn't there, only 30, 29.97, 25, etc. If I select 3840 x 2160 (4K), then the option for 59.97 or whatever becomes available, but not @ 1080p. I am absolutely certain my source video files are being recorded @ 60 FPS through Nvidia Shadowplay, and checked with media info as well.
The core problem here is that 1080p, high action gaming videos on YouTube look awful because they restrict the bit rate to 8 Mbit/s. Uploaders have been getting around this by up-scaling to 4K (which allows much higher rates), but that's a really silly, and taxing workaround. I want to see how 1080p @ 60 FPS looks, but am unable to render it in VS X7.

Re: filters place
Are you absolutely certain that when you go to Share and select AVC/H.264 as the output format, that when you click on the downward pointing arrow to its right, you don't get a variety of options for output, including (at least on my setuo in PAL) the equivalent of 60P output in both 18 and 28 Mbps...?
