A new workshop to help newbies with PSP is just about to open on the 8th February 2014. Registration began on the 1st February.
I could be wrong but I think they are asking if there will be another opportunity beyond February 8th of this year. The announcement makes it sound like it's a one time opportunity.

The Beginner's Workshop for PSP is always open. The date given was it's initial opening.
