There are some conditions when I am erasing a top layer to expose a lower layer where the eraser tool won't work. It actually seems to be erasing while I am holding the mouse button down and dragging, but when I stop dragging and let go of the button the material I was erasing comes right back. Yes, I checked, I am erasing the correct layer and know which layer I am working with.
I've noticed this when working near the edge of a photo, but have no idea whether the edge, or for that matter the layers, are related to the problem. The problem seems to be sporadic.

After erasing, quickly zoom in and zoom back out.
X6 had/has a redraw bug which does not appear to have been fixed in X7. This may be your issue. It's just not drawing the new results properly. The zoom in and zoom out will force it to redraw.
