Can anyone direct me how to export and compress a *.c3d file to
a flash format such as either ffa or swf?
Does Ulead have any utility for this? and how do I get it?
I so far have been unable to find the utility and I am very much running out of time today. Please get back to me ASAP

Yes they have, actually, it is an update patch to Cool 3D 3.0. If you have this, you can download its patch at: http://www.ulead.com/tech/c3d/c3d_ftp.htm

I have just joined this forum as a new c3d-PS user and saw your post.
You asked:-

which then gives you the option to save with Bitmap image
or with JPEG image.
JPEG image has a slightly smaller file size.
You may have sorted this with the solution given by Bryave, but I thought I would post this reply for info.
