When I try to create a DVD I received the following error "Convert step got some problems. [257:0:0]"
The input file is listed below:
MPEG files
24 bits, 720 x 480, 29.97 fps
Upper Field First
(DVD-NTSC), 16:9
Video data rate: Variable (Max. 8000 kbps)
Audio data rate: 384 kbps
Dolby Digital Audio, 48 KHz, 2/0(L,R)
I thought maybe I should convert it to MPEG-2 but when I tried that i got the following error "Failed to open MPEG encoder.[2000:1:1]"
Any help would be appreciated.

To be clear, you cannot go direct to dvd and you cannot save the movie file as an mpeg2 file either?
From the messages it sounds like the install wasn't completed correctly, have you tried a reinstall?
Has it worked previously?

I have been able to create DVD's in the past without difficulty, I have not tried to create mpeg2s before.
I have had problems with this computer and the IT department has been changing out parts on it but my C: and D: drives have not been changed.
I forgot to mention this before but I can create the DVD's on my backup computer, it is just very slow.
If I reinstall will I lose my templates? I have quite a few of them

IIRC, during a reinstall, you are asked if you want to completely uninstall or whether you want to preserve personal information (or words to that effect). If you choose the latter, your added templates should be preserved. But this means you need to follow the initial stages of the uninstall closely. And of course I would in any case, back up the extra templates just in case...
But the bottom line is that I really believe a reinstall is necessary in this case...

The video properties you show in your first post are Mpeg2.
Just to make sure those are correct, what are the properties of your original video files.?
If you convert your project by Share – Mpeg2 – choosing those properties, the process will create a new video file, Mpeg2 DVD Compliant.
Play the video to check quality, then ……….
Start a new project, nothing in the timeline, Share Create Disc—DVD opens the burner module
Add your new video file, create the menu and burn the disc.
You have the option to create an ISO, Disc Image, do that then play again using VCL Media Player.
Satisfied with quality, burn the iso to disc using Tools – Burn Disc Image ISO….as many copies as you like…
At least you can check your progress and be sure the disc is good quality, no more coasters.
