Re: best format for tv
How are you going to play these videos on the TV - what formats will that accept - what ports does it have ? - what is the point of making say an H264 file if you TV cannot play them. Does your TV have a built in Blu-ray player - a USB slot - how will these videos get in to your TV ?
Almost any programme will stream to a TV - it is not so much a function of the software programme but of your video card - does it support external monitors - on what output ports ?
With the right video card whatever you can play on your computer can be sent to your TV - providing your TV has the right ports to accept it

Moreover, there are a variety of streaming media players which will even play mkv videos when plugged into your HDTV via HDMI. I have a Western Digital one which I can highly recommend which does this. But I also have a Sony PlayStation 3 which I use as a Blu-Ray player, plugged into my HDTV via HDMI. It won't play mkv, but happily plays mp4, AVCHD H.264 video, Blu-Ray mpeg-2, standard def mpeg-2 and a number of other formats either when on the PS3 hard disk or on a USB external drive or stick drive plugged into it.

Re: best format for tv
The easiest way to tell which is the best for your videos with your TV and with your viewing preferences would be to make a short video of each format - say about 5 minutes - put them on a USB stick and plug it into your TV USB port and view all of them.
Then you will see which suits you best.
You could make a blu-ray disc - if you have a blu-ray burner - - or make a hybrid DVD if you do not have a blu-ray burner but you can not do long videos like that
