Sure. Attached is an example of a stamp that has had the feathering applied to it. I've done this operation over 100,000 times. I select an area around the stamp with the feathering, within the crop tool, set to 10. Meanwhile the color on the color chart or whatever is set to the background color I mentioned. The only difference is that now when I try to crop the borders of the selection are constrained because, I assume, the original scan no longer has enough open space to allow for the 10 pixel width of the feathered crop tool. You know, how it has rounded corners like? Using the procedure you outlined above does not allow for this tool to work. That is, the selection is constrained to the outer edges of the original scan. I haven't been able to figure out how to let it breathe/operate as normal when using the added borders.

Are you talking about PSP here or another program. Just checked with PSP X4 and PSP X6 and neither shows any allowance for feathering with the crop tool. OR are you confusing the feathering option with the rectangular Selection tool.I select an area around the stamp with the feathering, within the crop tool, set to 10.
I see no feathering on your image at all. There is a small speckled border around the stamp and a smooth black background outside that but it has a sharp line and not a feathered area.
With a larger border you can use one of my previous procedures to get a feathered image (Feathered - soft edges blending from full opacity to transparent.) This can then be copied and pasted to a similar or different colored background.
The help files with PSP say
"Feathering softens the area between a selection and the rest of the image by gradually increasing the transparency of the pixels along the edge of the selection. You can specify the width of the feathered area.
When you copy or move a selection, feathering helps blend the selection into the surrounding area so that the image appears more natural. The higher the feathering value is, the softer the edges are. A feathering value of 0 creates a selection with distinct edges."
I repeat you cannot have a jpg with feathered edges as jpgs do not support transparency. You can get it with png files and gifs. Most web programs will support png and gifs.

The stamps do have a less abrupt transtition between the colors. Without the process I use it would be much more obvious.
Yes I use the Selection tool, then Image/Crop. After using the selection tool the borders of the selection automatically expand to the width that is specified in the crop feathering dialog.

I was unable to get a satisfactory solution so I will compose a separate thread that asks a similar question from a different angle.
