I exported the files from my old computer and went to import to my new computer. However, it did not work.
I placed the files in a VS7restore folder, that I created, and got this message when I accessed the folder containing the data:

Depends what files you are talking about. I suspect from your other questions about installing VS itself that you are talking about the installation folder for X7 as already installed on your older computer. If so, you cannot just transfer such files to a new computer and expect the program to work. It has to be installed afresh so that the necessary Registry entries etc can be made.

I exported files from settings/library mgr and want to import them so as to have the same appearance as before. What is the export/import function for then?

I am not sure it was designed to move libraries between different computers, more of a backup should you re-install to the same PC.
All thumbnails used in the library are simply virtual clips, links to files on the hard drive, if you move the library then all files used should also be moved to the new pc. Even so I think you will have problems.
One thing you can try:-
There is a folder here:-
C:\Users\UserName\AppData\Roaming\Ulead Systems\Corel VideoStudio Pro (x64)\17.0
Try copying the 17.0 folder to the new pc.
As far as I know the folder is hidden by Windows Explorer, you will have to select Show Hidden Files and Folders.
Second thoughts, that wont work either, again all clips used in the library need to be on the same pc.
