Choosing a color with dropper, applying with flood fill tool

I seem to have lost the plot. I need to apply Red 249, Green 216 and Blue 232 to an area in a color photo of a neighbor's house, to show how it would look when painted in a subtle pink.

I identify the color in Corel Draw, then going into Paint Shop Pro X5 and using the Dropper Tool I click on the Foreground and Stroke Properties box and enter these three figures in the Material Properties window that comes up. The Foreground and Stroke Properties box changes to this color, so I select the Flood Fill Tool and click in the area where I want the color to appear, but nothing happens. What am I doing wrong please?

The Materials panel has changed its appearance recently and the palette doesn't show as many colors as it used to. I think I have somehow got into the wrong setup.

Your match mode could be the issue; what is it set to?

Also, if you are using flood fill, you will need to select the area you wish to change or your entire image will be covered. Or, you could just use the Color Changer tool.
